UK Carbon Ratings Agency BeZero Carbon Expands into Japan with Tokyo Government Support
BeZero Carbon, a UK-based carbon ratings agency, has entered the Japanese market by establishing its local entity, BeZero Carbon K.K., in Tokyo with support from the Tokyo Metropolitan Government’s Green Finance Subsidy Programme. The company was selected as one of seven firms from 68 applicants across 22 countries and will base its operations in Minato-ku.
Rather than entering from scratch, BeZero is building on existing partnerships with Japanese corporates such as Japan Airlines, Mitsubishi, and South Pole, along with investment from Hitachi Ventures. Its carbon ratings are already used in Tokyo’s carbon credit market, particularly to support SMEs in decarbonization.
In Japan, BeZero will focus on providing independent carbon ratings and risk assessment tools to corporates, regulators, and policymakers, aiming to strengthen transparency and credibility in the compliance-driven carbon market.
This expansion is part of its broader Asia strategy, following the relocation of its APAC head to Singapore in 2025, and targets the growing demand for high-quality carbon credits in Japan.
